Federal Skilled Worker Program (Express Entry): Six selection factors to determine your eligibility for Canada PR

Immigration Refugees Citizenship Canada uses selection factor points to assess a candidate’s eligibility for the Federal Skilled Worker Program and other relevant provincial programs. There is another point-based calculation after an applicant creates a profile on Express Entry pool. It is called Comprehensive Ranking System (CRS)

IRCC assess an applicant’s selection factors and assign an overall score out of 100.

If the applicant scores 67 points or higher, he/she may qualify for the Federal Skilled Worker Program and other relevant provincial programs. Once an applicant checks his/her eligibility, they then can submit a profile to the Express Entry pool.

If the applicant scores less than score 67 points, he/she won’t qualify for the Federal Skilled Worker Program and other relevant provincial programs. They can become eligible if they improve their language skills, complete another degree, diploma, or certificate, receive an offer of arranged employment in Canada. Language skills (maximum 28 points)

An applicant has to prove his proficiency in 1 or both of Canada’s official languages which are English and French

An applicant can score up to 28 points for language skills in English and French. IRCC gives points based on the four components of Language which are as follow:

  • write
  • read
  • listen
  • speak

There are 4 approved language tests (IELTS/CELPIP for English and TEF/TCF for French) to prove language proficiency for Express Entry Program

Measurement benchmarks to prove English or French levels, IRCC uses:

  • Canadian Language Benchmarks (CLB) for English
  • Niveaux de compétence linguistique canadiens (NCLC) for French

An applicant must get a minimum level of CLB 7 (bands) or NCLC 7 for 1 official language in all 4 language areas. In order to get points for the second official language, an applicant must meet the minimum level of CLB 5 or NCLC 5 in all 4 language areas. For instance, there are two types of IELT exam – Academic and General. For the purpose of Express Entry, an applicant need to appear for General IELTS exam.

Once an applicant takes the language test, he/she can calculate exact points awarded under language selection factor.

Education (maximum 25 points)

Any applicant can claim points if he/she have a certificate, diploma or degree from a Canadian secondary institution (high school) or post-secondary institution.

In case of foreign education, an applicant must apply for an Educational Credential Assessment (ECA) report for immigration purposes from a designated organization showing that your education is equal to a completed certificate, diploma or degree from a Canadian secondary institution (high school) or post-secondary institution. Work experience (maximum 15 points)

An applicant can claim points for the number of years he/she have spent doing full-time paid work (at least 30 hours per week, or an equal amount of part-time [15 hours per week for 24 months]) in a skilled occupation listed in Training, Education, Experience and Responsibilities (TEER) category 0, 1, 2 or 3 of the 2021 National Occupational Classification (NOC).

In order to claim selection factor points, an applicant’s work experience counts if:

  • The experience was acquired in Canada or abroad (home country or foreign country)
  • The experience was gained during study (Part-time)
  • The experience was gained by self-employment

Arranged employment in Canada (maximum 10 points)

A valid offer letter of at least 1 year from a Canadian employer can add 10 points to an applicant’s profile. The applicant must get the job offer before he/she apply to come to Canada as a Federal Skilled Worker

There are still few points to be considered if you have a valid offer letter:

  •         The job offered is continuous, paid, full-time work (minimum of 30 hours/week). Seasonal jobs are not eligible for points calculation.
  •         The offered job falls in any occupation listed in TEER category 0, 1, 2 or 3 of the NOC.
  •         The IRCC should be convinced that the job offer is genuine

Adaptability (maximum 10 points)

You and your spouse or common-law partner who will immigrate with you to Canada can earn points for adaptability.
